La santé est un droit fondamental de l'homme et un investissement social. Les gouvernements doivent investir dans les politiques pour la santé et dans la promotion de la santé afin d'améliorer l'état de santé de tous ses citoyens.

Leurs buts principaux sont d'instaurer un environnement physique et social propice, de faciliter les choix des citoyens en faveur de santé, de combler l'écart de santé entre les personnes défavorisées et les autres
