Si vous permettez je voudrais participer à vos débats en évoquant un sujet qui me semble important:

L’incompétence des « Ponts et Chaussées » … !

Les « Ponts et chaussés » ce n’est pas la panacée universelle… ! Un menuisier compétent ne peut pas être compétent en matière de plomberie…Un «Pont et Chaussé » a très peu de chance d’être fin psychologue ou analyste politique ou ne serait-ce que simple connaisseur du genre humain…Il ne comprendra par exemple jamais ce qui se passe dans un « souk » même lorsqu’il est wali ou gouverneur…Parce qu’il ne dispose pas des bagages nécessaires à la compréhension de ces choses là…Ceci dit il peut être un bon chef dans son domaine avec de la chance bien sûr car ce n’est pas toujours le cas…(…)
Monsieur Sakl Lemghari, encore un ingénieur, a carte blanche pour mener à bien le projet de
l’aménagement de la vallée du Bou reg-reg qui tient à cœur aux marocaines et aux marocains.
Il a fait appel à des français, entres autres Mark Mimram, encore un pont et chaussée-Paris, pour le futur Park. On ne sait pas quelles est la rémunération des bonnes gens qui travaillent sous contrat dans ce projet mais ce qui importe c’est qu’un travail d’artiste ne peut en aucun cas être réalisé par de simples techniciens qu’ils soient ponts et chaussées de Paris ou de Norvège...Il ne faut pas en faire une maladie, un ingénieur pont et chaussée ce n’est pas le génie de la lampe merveilleuse… !
Rabat place des Oudaya : C’est un artiste marocain, architecte urbaniste enseignant, directeur pédagogique dans une école des beaux arts et dont le loisir consiste à peindre des toiles sublimes et à réviser l’histoire urbanistique des villes ancestrales du Maroc parce qu’il ne sait pas perdre son temps, qui trouve que c’est dommage que les portes historiques des Oudaya soient enfouies dans 2.50 m de goudron qui s’est accumulé à coups de 20 centimètres de bitume à travers les décennies…C’est ce même marocain qui pense qu’il faut faire revenir les cigognes dans un contexte moderne mais qui ne dénature nullement la beauté et la valeur historique du site.
La place des Oudaya a une âme. Une âme liée à la merveilleuse vie qu’ont mené nos ancêtres…Un spécialiste étranger n’aura donc jamais toutes les données pour y voir clair…Il n’aura jamais l’inspiration nécessaire à la création de toute œuvre harmonieuse…Malgré sa compétence…La place des Oudaya a besoin d’un artiste et de moins d’intervenants…L’incompétence doit céder la place à la compétence ! « Un grand Pont et Chaussée » avait recommandé de prévoir la plantation de palmiers dans le projet de rénovation de la place de Oudaya comme à l’avenue Hassan II à Fès, parce que c’est tout ce qu’il y avait dans son vocabulaire…Les palmiers sur ce site précisément libéreraient de la tristesse et de l’apathie…Heureusement que sa proposition a été révisée à temps…Notre artiste, lui, propose les flamboyants entre autres choses...C’est malheureusement ce genre d’architectes artistes marocains qui regorgent d’idées et d’imagination, qui travaillent sans répit uniquement pour l’amour de la Ville qui sont systématiquement marginalisés parce qu’ils ne sont pas « Ponts et Chaussées »… ! Non, s’imposer dans tous les secteurs ne veut pas dire être compétent dans tous les domaines… (…)
